Monitors recharge programs, approves recharges, and creates technical justifications in support of annual recharge re-certifications. Proactively assesses fire and life safety risks, and develops, reviews, approves, and oversees implementation of policies and procedures to assure awareness of and compliance with UCSF and regulatory requirements. \u003cbr/\u003e\u003cbr/\u003eThe Lead DCFM operates with broad and independent authority as determined by the Executive Director; and with formal delegated authority from the Office of the State Fire Marshal (OSFM) for construction inspection and plan review (Title 24), and for oversight of fire and life safety in all existing buildings (Title 19). The sphere of influence for this position covers the entire UCSF enterprise – both Campus and Health -- and it directly impacts the overall construction and design activity related to facility structures; as well as the fire and life safety of the entire UCSF community (including students, patients and visitors). The position interacts with, and represents the campus to, municipal fire departments and regional and state fire safety agencies. \u003cbr/\u003e\u003cbr/\u003eThis position directs the EH\u0026S Fire Safety Team, which has jurisdiction over the entire UCSF enterprise, including both Campus and Health. The Lead DCFM creates and implements programs, directs program development, provides compliance consultation, and is the UCSF expert associated with fire prevention codes, policies, laws, and regulations. This applies to all UCSF facilities, locations and operations, including residences, high-rise structures, scientific research and laboratory buildings, clinical facilities, classrooms and lecture halls, recreational facilities, special events, and administrative offices. This position also supervises other “Designated Campus Fire Marshals” (DCFMs), some of whom are designated by the Office of Statewide Health Planning and Development (OSHPD) to perform and oversee plan review, construction inspections, and other work on behalf of OSHPD in all UCSF licensed clinical care facilities (including all UCSF hospitals and licensed clinics). These formal designations are authorized in existing Memorandums of Understanding (MOUs) between UC and OSFM, and between UCSF and OSHPD. The Lead DCFM and other DCFMs actually serve as enforcing agency for fire and life safety issues across the entire UCSF enterprise; unlike other EH\u0026S staff, they are not merely internal “consultants.”\u003cbr/\u003e\u003cbr/\u003eFire \u0026 Life Safety: \u003cbr/\u003eDevelops, implements and monitors UCSF fire, life and panic safety programs and policies to ensure compliance with federal, state, and local fire and life safety regulations, and ensure a safe workplace and patient care environment.
